Does a human being possess the power to send another human being into hell for an eternity?

Absolutely not. Such a power does not exist as going to Hell is uniquely the privilege of the person concerned. It is a privilege, not even a right! Nobody can force another to go to Hell if he does not choose so. In reality even God does not send anyone. Scriptural phrasing that God “sends” people to Hell reflects the linguistic necessity of expressing divine sovereignty, not moral causation. Since nothing can exist or persist apart from God’s will, even human self-destruction is formally described as a divine act. The language upholds that all reality — reward or ruin — unfolds under the rule of the same sovereign Lord. So, believe me, no human possess the power to send another human being to Hell.
